s117.coreserverにphpBB 3.1.5 (日本語化Pack)をインストールしようとしております。
http://mage8.com/websitetips/phpbb.htmlを参考にインストールを進めましたが、

HTTP入力文字エンコーディングの自動変換COLON
mbstring.http_input は pass に設定されています
が「いいえ」となり、インストールを続行できないため

phpBBをインストールしたディレクトリにある.htaccessファイルに、
php_value mbstring.http_input pass という一行を追加し、かつ

cache/
files/
store/
config.php
images/avatars/upload/
ディレクトリとファイルのパーミッションを707（or 777）に設定して書き込み権限を与えましたが、

Internal Server ErrorThe server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, [email protected] and inform them of the time the error occurred, and anything you might have done that may have caused the error.

が表示され、インストールが続行できません。アドバイスいただけますでしょうか？

いただきました件につきまして、2014年6月3日〜2014年7月23日のバージョンアップメンテナンス以降のコアサーバーにおいて、「.htaccess」に「php_value」を記載すると「Internal Server Error」となります。
コメントアウトするかあるいは削除いただけますでしょうか。

なお、コアサーバーは、デフォルトでcgi版PHPを採用しているため、INI_ALLの値を設定するには、「mbstring.http_input =pass」を記載した「.user.ini」を設置します。
